Because the build is spread across the monthly price rather than paid up front. The Managed website has a 12-month minimum term and the Starter app, pay monthly, a 24-month minimum term. After that the plan continues month to month.
The plan continues month to month until you cancel it with 30 days' notice. You own your domain, app listing, data and code once paid in full.
Anything you ask for that fits in the monthly allowance: new pages, new sections, price and photo updates, a new form. Up to 3 hours a month on a Managed website; unused time does not roll over, and bigger jobs are quoted in writing first.
